  ADVERTISEMENT FOR BIDS

OWNER - Twin Falls City and County, Idaho .

Separate sealed BIDS for the Apron & Access Road Reconstruction Project located at the Joslin Field, Magic Valley Regional Airport , consisting of, but not limited to, the following:

11,450 C.Y. Unclassified Excavation
4,850 C.Y. Granular Borrow
4, 760 C.Y. Subbase Course
2,100 C.Y. Aggregate Base Course
3,750 Ton Bituminous Surface Course

drainage structures, curb and gutter, sidewalk, culverts, painting, quality control, surveying, and other related work will be received by the Owner at the office of the City Clerk, located at City Hall, 321 Second Avenue East, Twin Falls, Idaho 83301, until 2:00 o'clock p.m., prevailing local time, April 5, 2005, and then at said office publicly opened and read aloud.

The Contract Documents, Plans, and Exhibits may be examined at the following:

Copies may be obtained at the office of the ENGINEER located at 202 Falls Avenue, Twin Falls , Idaho 83301 , upon payment of Seventy-Five Dollars ($75.00) for each set. Payment is to be made to Riedesel & Associates, Inc. A $25.00 shipping charge, non-refundable, will be assessed on all mailed plans.

Any Bidder, upon returning such set within thirty (30) days in good condition, will be refunded his/her payment, and any non-bidder upon so returning such a set will be refunded Fifty Dollars ($50.00). Subcontractors and suppliers will be considered Bidders if they provide a copy to the Engineer of their quote to a Bidder.

A prebid conference is scheduled at the Joslin Field, Magic Valley Regional Airport in the Conference Room for interested Contractors on March 24, 2005 , at 10:00 am .

No Bidder may withdraw his Bid within forty-five (45) days after the actual date of the opening thereof.

The award of the contract is subject to approval of the Federal Aviation Administration and availability of federal funding.

The proposed contract is under and subject to Executive Order 11246 of September 24, 1965 and to the Equal Employment Opportunity (EEO) and Federal Labor Provisions.

All labor on the project shall be paid no less than the minimum wage rates established by the U.S. Secretary of Labor.

Each Bidder must supply all the information required by the Bid Documents and Specifications.

Each Bidder must complete, sign and furnish with his Bid a "Certification of Nonsegregated Facilities" and a statement entitled "Bidder's Statement on Previous Contracts Subject to EEO Clause," as contained in the Bid Proposal.

A Contractor having fifty (50) or more employees and his subcontractors having fifty (50) or more employees and who may be awarded a subcontract of $50,000 or more will be required to maintain an affirmative action program, the standards for which are contained in the FAA Special Provisions.

Where the Bid of the apparent low responsible Bidder is in the amount of $1 million or more, the Bidder and his known first-tier subcontracts which will be awarded subcontracts of $1 million or more will be subject to full, on-site, preaward equal opportunity compliance reviews before the award of the Contract for the purpose of determining whether the Bidder or his subcontractors are able to comply with the provisions of the equal opportunity clause.

To be eligible for award, each bidder must comply with the affirmative action requirements, which are contained in the FAA Special Provisions.

The bidder/proposer shall make good faith efforts, as defined in Appendix A of 49 CFR Part 23, Regulations of the Office of the Secretary of Transportation to subcontract 1.62% percent of the dollar value of the prime contract to small Business concerns owned and controlled by socially and economically disadvantaged individuals (DBE). If the bidder of this solicitation qualified as a DBE, the contract goal will be satisfied. Individuals who are rebuttably presumed to be socially and economically disadvantaged include women, Black Americans, Hispanic American, Native Americans, Asian-Pacific Americans, and Asian-Indian Americans. The apparent successful competitor will be required to submit information concerning the DBE’s that will participate in the contract. The information will include: (1) the name and address of the DBE; (2) a description of the work to be performed by each named firm; and (3) the dollar value of the work of the contract. If the bidder fails to achieve the contract goal stated herein, it will be required to provide documentation demonstrating that it made good faith efforts in attempting to do so. A bid that fails to meet these requirements will be considered nonresponsive. This documentation of good faith efforts shall be submitted with the agreement between owner and contractor (See page 2-3 in the contract documents).

Women will be afforded equal opportunity in all areas of employment. However, the employment of women shall not diminish the standards of requirements for the employment of minorities.

The EEO requirements, labor provisions and wage rates are included in the Specifications and Bid Documents and are available for inspection at the Engineer's office.

In determining the lowest responsive bid, the Owner will consider all acceptable bids on a basis consistent with the Contract Documents. The Owner will also consider whether the bidder is a responsible bidder.

Before a contract will be awarded for work contemplated herein, the Owner will conduct such investigation as is necessary to determine the performance record and ability of the apparent low bidder to perform the size and type of work specified under this Contract. Upon request, the bidder shall submit such information as deemed necessary by the Owner to evaluate the bidder’s qualifications.

All bids must be signed and accompanied by evidence of authority to sign.

Bids must be accompanied by Bid Security in the form of either a bid bond, certified check, cashiers check or cash in the amount of five percent (5%) of the amount of the bid proposal. Said bid security shall be forfeited to City of Twin Falls as liquidated damages should the successful bidder fail to enter into contract in accordance with their proposal as specified in the Instructions to Bidders.

City of Twin Falls reserves the right to reject any or all proposals, waive any nonmaterial irregularities in the bids received, and to accept the proposal deemed most advantageous to the best interest of City of Twin Falls .
